That looks like an early 70's or so Pogliaghi tandem. Not sure what the fork would be like for that one; but the later ones that Hansing brought in had forks that were standard 24mm PS track blades in a Cinelli IC crown. Notorious for comming apart, which may explain the absence of the fork. Peter Johnson was caretaking a possibly similar tandem that belongs to Grant Handley. Perhaps a comparision will identify the frame. Hope that helps.
