Yes, I'd agree, the little hole was to relieve hydraulic pressure so the cap didn't pop off.

Pedal threads before aluminum alloy cranks were shorter because steel cranks did not need to be as thick. With the arrival of alloy cranks, pedal threads eventually got longer. In other words, if you use pedals with the later longer threads, part of the threads will stick out the back of steel cranks.
