Yes, Keirin is within MITI's beat but much of the proceeds has been used by local governments . Now Keirin is at crisis, as betters are getting older and older and population of betters is decreasing. << Sports Gambling for 37 Million People >> IS (also WAS) too much exaggeration !

I think both are valid. And I think another reason is that the authority
fears any accidents caused by mechanical troubles. They might provoke
betters' doubt of set-up race. In these days I seldom hear of betters' riot
but when young sometimes I heard of them.
