I've seen that movie ... it was originally made for the Australian television and Disney Channel ... a 2-part, 4-hour mini series starring Phil Morris (son of Greg Morris, of Mission:Impossible fame).

The actual title of the movie was "Tracks of Glory" ... it also showed as a single two-hour movie on ABC (probably on "Wonderful World of Disney") at least once as well.

It doesn't look like it's ever been released on video, however.
