Subject: [CR]seeking id and mechanical help

I have a steel stem and handlebar combination. The handlebars have no markings. The stem has a very slight, engraved marking near the insertion limit: looks almost like the bird emblem on a Raleigh. This stem also has cover, looking like a lug (could be a lug) that is fastened and held in place by the stem bolt. Anyone know or have seen such a critter?

I also need advice on taking apart Coureur 66 centerpull brakes. Located behind the two red GB emblems, where the calipers pivot, are two screws. When these two are unscrewed, it does not assist one in separating the caliper arms. Is there another screw or bolt behind the GB emblems that must be unscrewed, or is it stuck and some force might move it? If there is a bolt or screw behind the emblems, how does one take the emblems off without destroying them to get at the screw or bolt? Or am I (a distinct possibilty) totally missing the whole disassembly procedure? I looked it up in a fourth edition Sutherlands and there was nothing there that offerred help. Therefore I seek yours.

Thanks.

Cheers.

Tom
