I can't tell the brand although the cut around the front of the head lugs are the only things that cry "Bianchi" to me. I recently acquired a similar bike from another listmember (Thank you Kevin!) the seat lug, at least, was made by Emilio Bozzi and almost universally used on Italian bikes until the early 1960's. The fork on the ebay bike not only doesn't look Bianchi but doesn't look very Italian.
