By this definition, most track riders use road stems in my experience. Also it seems to me almost all the adjustable stems I've seen had a horizontal extension and thus I'd term them road stems, which of course can be used on the track. The Ambrosio alloy adjustable, which later became TTT, has a cool feature for us old guys: if you take the extension out, flip the quill around backwards and re-insert the extension, it now angles up by about 17 degrees instead of being level, destroying the vintage credibility but easing the back strain.
I've had one of the adjustable TTTs for decades; it is on the tandem that we loan out. I'll try to take a jpg or two this weekend if they're not on the CR website yet.
