I'd bet it was made by Dennis Bushnell, who made team frames for Raleigh USA in that era, and liked to bulge the headtube at the ends as you see in the photo. I don't know anyone else who did that. Perhaps you could contact Dennis and ask him. I expect it never had a front derailleur though.
