i had put recessed brakes on the bicycle depicted in my 1979 bust-out retail, no-holds barred, 4 color catalog, and i know that the frame was built in '78... and i was a late-comer to the recessed allen key craze. ergo, they must have been in the mainstream by the mid 70s, tho' maybe not very evident in north america. my catalog pics are somewhere on dale's cr website. e-RICHIE 'been long day behind the stove.
