Actually it's worse than that, Richie!
Apparently Cino paid Alfredo an endorsement fee to put Binda's signature on the buckle and his name on the strap (King of the Mountains & Three Times Champion of the World), then paid Dino to make them, and then sold them to the cycling public. It's called Entrepreneurial Spirit.
