All of the Cinelli SC I have ever seen have the rear half of the seat lug painted. Traditionally only the front half of the seat lug (vertical split between paint and chrome) and the flat surface on the seat stay tops is chrome.

The black vertical line on the side of the seat tube was just an example of contemporary Italian graphic design when the new winged C logo was applied to the Super Corsas in 1979 with the change in ownership.
