Built wheels are pretty tedious to polish. If they're in need of a lot of work it might be better to take them apart. (Like if sandpaper enters your mind as a first step) If just metal polish is in order I use tooth brushes to apply polish, once dry a polishing cloth passed through spokes and worked shoe shine style does pretty good, with a clean brush to get in the nooks and crannies. I'm guessing the ones that look "just built" probably were!
