Although I haven't looked at the links listed here, I met Richard Moon a year or two ago at the Great Western Bicycle Rally where he displayed a Teal colored bike that he had made with hand hewn ( & welded) stainless steel (SS) tube lugs. They were very well done, and definitely not chrome plated steel. A lot of work, but I must say that it was well worth the extra effort. So, have no doubts, he did weld stainless steel tubing pieces together and then filed them down and polished them to a mirror finish. I believe that he had someone else paint the frame though. I can appreciate his use of SS because I used 304 "quarter hard" SS for the seat-stays and head-tube on the third (of only five) frames which I have built. Once it's polished you're done, no rust or flaking or any other problems that occur with chrome, ever. Great stuff.
