No this RH crank has not been specially machined or filed. A few weeks ago I sold a first pattern Campag right hand crank which was exactly the same and I also have another here now, all three are identical. The practice of filing cranks in the UK was unknown - although Campag cranks were known to break they almost always broke at the pedal eye.
