That appears to be a 1972 Italian built Masi. The down tube decal with the thin outline border and the "crosshairs" appears only on 1972 Italian Masi GC's. The frame looks pretty nice for its age. Many of the parts are incorrect but the stem is cool to have although the correct Masi lable 3ttt bars go with it not Fiamme.
I always get a kick out of how people "market" things on eBay. Some pretty creative selling in so far as "original parts" goes if you ask me.
