Tom, I wonder if maybe the specks are bits of the original polishing compound imbedded during the transformation from standard to "Mexico" cranks. If you're sure it's not corrosion and you can't polish them out I can think of this as the only option. I don't think Campagnolo would have sent out any cranks that had contamination in the aluminum, so I don't see that as an option.
