They're track grips: Constrictor: the (French?) company who made them, Honking: to grab hard on the bar ends. >>
Actually, if I am not mistaken, "Honking" is standing to pedal and hanging onto/pulling up upon the brake lever hoods.. Therefore interpret it thus: "Constrictor" (made by that British company) "Honking" (describing the position one would be in to need padding & protection from callouses) "Rubbers" (what they are made of!)
