I have a '39 Bianchi (Vitt. Marg. derail.) that has one (works on the same principle as the spout on a teapot). Since the bike resides in the living room I don't fill the seat tube will oil as I not quite sure the bike is housebroken or not...

ps Bob Reid brings up a good point that grease is actually oil mixed in soap. The soap holds the oil in place where it can do the most good instead of running out onto the ground.
