The twitchy steering thing is ENTIRELY head angle and fork rake. It has nothing to do with drop or chainstay length. Your head angle indicates to me you want a fork rake somewhere around 30 to 35mm. I have a chart around somewhere with specifics, but those numbers will put you a whole lot closer to happiness then what you now have. IMHO, 75 degrees is plenty steep for a frame that size to keep the front center reasonable, unless you're racing track. Happy to hear other builders opinions on the matter.
