I've seen wheels built this way a few times and heard all kinds of justification but nothing convincing. It was really popular on MTBs inthe early 90s since it make spoke replacement easier. I don't believe it is any weaker, but hey I'm no engineer I just work for them. My guess why this one is built that way is because they laced up the drive side first and found that trying to lace up the non-drive side heads out was quite difficult without making the spokes look like springs.
