In the old days, spokes were not that strong. Twisting them was one way to make the wheel stronger without using stronger spokes. Spokes these days are sufficiently strong, so we do not need to twist them. Makes for a very interesting looking (and stronger) wheel, but what a pain to replace a spoke!
