In my experience, drilling out is a one-way trip: afterwards, it is very hard to re-fit brakes with smaller diameter bolts unless the frame is fitted with brazed-on flats. If you are trying to secure the brake to a round tube, the brake wants to rotate down when the brake is applied. It would be a thin shim, indeed, that would bridge this.
