I don't think the plastic sleeve is necessary, but it helps keep things cleaner inside.

What I do when the plastic sleeve is missing is measure and cut a plastic bottle--my favorites are the pint bottles that half-and-half comes in--and slide it inside the BB after installing the fixed cup and the spindle. If you measure and trim just right, the edges will be snug together with no gap and no overlap.

It ain't Campagnolo, but it works fine.

It'll be fun to hear what other folks do. . . .
