Just from the pictures on eBay, it looks like a later Windsor to me. Fork crown is like Windsor. Not sure where Cinelli has a serial #, but on the Windsor, it's stamped vertically into the non-drive side of the seat lug (can't see that side). That one on eBay has three holes in the top of the seat lug which tells me that if it is the Windsor, it's probably a later '70s one; the early Windsors I've seen had 2 holes. I have three early '70s (72-74) Windsor frames, and they're 2 hole, and one later '70s (76-77) that's 3 hole. Sadly, I have no Cinelli to compare with...(yet). If you contact the seller, ask for a picture of the BB shell bottom, where the serial # is, and what size seatpost it has (mine are all 26.8, but I know of a very late '70s Windsor Pro that's 27.2; maybe SL instead of SP). On the BB shell, the later Windsors I've seen have a bunch of holes drilled around in a circular pattern, with one hole in the center of the group. The early Windsors had a solid BB shell bottom.
