Sure. Do you want to freewheel (just leave the freewheel in place, and install a chain to fit around the cog of your choice), or do you want the gear fixed? Cool trick: English BB lockring = English hub threads, so, if you get yourself a track cog, you can use a BB ring to lock it onto the hub (you have to lock a fixed cog in order that you can apply reverse pressure for slowing). For powerful riding, the QR may not tighten down sufficiently, but it should be more than acceptable for cruising.
