I remember a tandem like this at the '86 Eastern Tandem Rally (Jan and I were one of the host couples). Riding out in the Finger Lakes, a sprinkle of rain came up during a downhill, and the Campagnolo "brakes" didn't. After climbing out of the bushes, the only thing bruised was ego...
And I wouldn't want to go down Italy Hill (10% grade - over 1 mile long) with tubulars on this either!
