It has already been refinished once so there is no originality to preserve.. And with the goobers on the top tube and IF the paint is rough, I would restore it... I personally would return it to original specs and not add braze-ons. BTW, it is a model P-13, keep it that way!!

I am not sure about that black stuff. If you intend to ride it a lot I would replace all that with std. silver Campag and get it back to as issued. That handlebar stem should be a Cinelli too! And nylon toestraps? Arrgghh! :)

Now, many folks can repaint it with great results but who has access to decals? Waterford for sure.. Who else? Maybe those painters out there; JB, Brian B, Jim Cunningham, Mary Pffeiffer and ? could let us know if they have access to correct early 1970s Paramount decals? Make sure they use the Reynolds 531 decal with the horizontal 531 lettering & stars!

Not probably dangerous, but definitely another reason to get it to a repair & re-paint place! Those seat stays have flat plate brazed across the angular sliced top. The brazing didn't completely "take" all the way around or was partially ground away during final shaping. Actually not uncommon... Carlton-built Raleigh's (Internationals, Competitions, etc.) also had this problem.
