I can't say why other folks do it, but I do it on specific bikes for a specific reason. I switch back and forth between bikes with front brake livers on either side because I think if breaking differently. My right hand is for speed modulation and my left hand is for stopping. On bikes with a coster-brake and a hand brake or a fixed-gear with one brake I have the front brake on the right-hand side. On bikes with two hand brakes the rear brake is usually on the right. I've never had a problem with bikes set-up either way even in panic situations. I don't know how, why, or when I started thinking about break setup in this way, but I didn't even realize it until Mitzi commented on it a few months back.
