In short, with headsets, all compatiblity considerations applicable to road bikes apply to track bikes, and nothing more.

The headtube ID and fork crown OD are the same for Campy road and track headsets. However, I believe the stack height is lower for NR track headsets, so if the fork is already cut, it may be too short for road. Of course stack height is always a consideration when switching headeset models on bike with a fork that has already been cut.

Naturally the steerer must be threaded the same as the headset, although English and Italian are interchangable. Just look out for French! Again, thread compatability is a consideration that is not unique to track bikes.
