I have a xerox of the '72 Paramount specs brochure. According to it,
All single models in '72 had Nervex Professional Lugs.
The decals are not, in my opinion, correct. The '72 with original paint that I have has rather plain sans-serif (block) letters, much smaller, and single line instead of outline.
BTW, I can't remember seeing a Paramount between 61 and 72 which did not have Nervex Pro lugs.
The cranks look to me like Shimano Tourney (?) with pants leg protector.
I have never seen the "Schwinn SuperLight Bicycles" decal before.
All-in-all, I think it is much younger than 1970, and likely a repainted melange miscellaneous parts.
But, I'd love to be wrong.
