The idea was to use it like an epoxy, which probably would work better, though I'm not sure what sticks well to chrome.

As I'm already leaning in the direction that it's not worth new dropouts or a paint job, the drilling for a mounting screw might be the best plan. Though I've entertained thoughts of making my own claw adapter that uses a fender eyelet as it's attaching point. It would make a decent fixer too..........
