Carlton. I have a frame with very similar lugs to the Flyer on ebay. No Z7650. It is a heavy lump of a thing.(compared to a Gillott) It has the cable stop loop for c/pull brakes on the seatstays. These bikes would have had Weinmann Vainqueurs , Mafacs or GB 66's. Mine has been heavily overpainted . A rub with sandpaper is not revealing any trace of decals. The detailing around the bbkt lug is plainer. It has a cable guide loop aft of the chainstay gear stop which I think is a nice touch .Braze ons for 5 speed only with a triangular stop on top of down tube. Fork crown has long spears down leg. Main difference is that mine has the typical Carlton wrap over seatstay where the stays taper to form a 1/4" -ish continous tube. I suspect mine is not a Flyer but a lesser mortal, judging by the weight. If a CR member buys the Ebay bike do get in touch with frame number. It may help date mine.
