Innovations that make great collector's items.

I wonder if these things were some part of the Italian Cycling Federation, or Italian manufacturer research effort in the 70s? Sort of an outside of the Iron Curtain response to developing bicycle racers. They were shown in the CONI Manual, which I've seen described as one of the first best efforts to integrate science into the sport of bicycle racing.
