This could be as simple as taking the lever out again, and rotating the skewer 180 degrees within the endcap, then re-inserting the lever.
The hole in the skewer that the lever passes through is slightly off-center, and this is usually necessary for the lever to get its full range of motion. I have seen a few where the tolerances are such that it doesn't matter which way the skewer goes into the endcap, but it seems to me that on most there is a right way and a wrong way. Of course you could have an incompatible parts problem, but the symptom is exactly what you get if the hole is off-center the wrong way.
