Here's the USCF ruling: 1J3. For track races, only a bicycle with a single cog fixed wheel and without derailleurs may be used; brakes, freewheels, quick releases, and wing nuts may be used only in time trial and pursuit events. Apparently, the UCI relies on the "wisdom" of the national federations (and custom). Fred Rednor - Arlington, Virginia
