The seat clamp would give the best indication as to the brand of the bike. Atala could be a possibility, Torpado another... The fork is definitely not correct, it appears to be a cheaper 60's vintage fork. The headset also appears to have been replaced, but on bikes over 50 years old, it is always difficult to be sure.
