Dave Russell is a well respected frame builder who was in Slough UK for many years. He moved a few years ago now to 37 Station Road Twyford Berkshire UK where he still has a shop. All Dave Russell frames that I know of are in various Reynolds tubing and have been build to order. by Dave Russell himself.
F W Evans was a south London UK frame builder for many years. The name is still used by a chain of 5 bike shops, the main one in The Cut Waterloo London SE1. This is unconnected with the original Evans business. although frames were, until recently at least, available with the F W Evans name (mainly touring frames) I believe they were and may still be bought-in from another builder. The early Evans frames such as you mention were built to order (at least until the 60's) and are now quite rare. I have only ever seen one 30's Evans frame. They are usually in Reynolds 531.
