Mark, Francisco Cuevas was a skilled frame builder who did many things "the old fashioned way" even in the old days. For example, the last time I visited their shop (winter '83/'84) he was still making his own top tube brake cable guides from stainless steel automotive brake lines. If the other Cuevas bikes I've seen are any indication, this tandem must be well made and very pretty. I suspect that the actual frame design is copied from Italian tandems from that period. (Correct me if I'm wrong - I'm just guessing based on the one Cuevas tandem that I've actually seen.) By the way, I found that his son (who eventually did all his painting) also did most of the talking. He seemed reluctant to speak too much with people outside of his friends and family - even with people who spoke Spanish. Perhaps he was more talkative with well known and successful racers but no one I knew was in that category.
