I built lots of frames with Taylor tubing; it was sold by Reynolds to anyone, at least as early as '77 or so, when I first saw a Reynolds stocklist. I think Alex Singer tandems used Taylor forkblades (possibly other tubes as well), earlier than that.

Maybe the exclusive arrangement was for a finite period and had expired by the time I got into it?
