It appears that the 5.5% tariff is only if the wheels are over 63.5 cm diameter and the bike weighs less than 16.3 kg, otherwise the tariff is 11%. Quality road bikes will qualify for the lower tariff on weight, but the wheel size depends on how Customs measures it. 700C wheels are 622 mm (11% tariff) if measured to the tire bead seat, but probably over 635 mm (5.5% tariff) if measured to the outside of an inflated tire. The shop owners on the list are probably well aware of this. How do they measure guys?
