No, I think the body in the upper part of the picture is pre-CPSC

As I said, this appears to be a pre-'78 body. It is after the date that the
upper pivot pin was extended and grooved for a circlip/snapring. Ken Toda
estimated that onset as about '72 - anyone have a definitive date for that?
(Sounds about right to me.) Certainly by '74 the F der body was this type,
as shown in the '74 Raleigh catalog:
