Universal levers with full hoods and adjusting barrels date back to at least 1952. See pgs 14, 70 and 133 of Jacques Augendre's book on Fausto Coppi.
The Universal logo was included on the hoods at least as far back as 1958 - see pg 44 of the same book.
Pictures from 1951 show Coppi's bikes equipped without full hoods or adjusting barrels. See pg 31 of the same book.

I've never seen a facory bike like that. When did the levers with the '60s
'70s style Universal logo gum hoods and adjusting barrels seen on the
Bianchi first appear? Again, I can't recall seeing that style of lever on
such an old bike as OE before.
