Cynical interpretation: 3M's lawyers told 3M's bean counters that the tubular tire market was not worth the exposure. A message was sent to bike shops far and wide that the product was not intended for use on tubulars.
Actual experience: The memo came to our shop. Not long after a customer came back with a Fastack-ed tire that rolled off the rim (somehow he was unhurt). The tire was glued by a guy who knew just how to do the job. I think something had changed in the product. It gained a different appearence around the time of the memo. People still use it, so maybe there was no substantial change and the failed bond was a fluke, or maybe 3M changed it back to the original formula. I've avoided it since the failure I saw. It is too brittle, not as plastic as Wolber, for example.
