Mechanically speaking the steel bb, the Nuovo Record, will serve you better in that it is less flexible, more durable, stands up to installation tools, and is not much heavier that the Ti-spindled / Al-cupped Super Record.

Historically, the NR will be "correct" for the bike, if that sort of thing concerns you (At least as I recall, the International was NR-equipped). Specifically, your bike is pre-CPSC so it calls for the pre-CPSC crank and the accompanying pre-CPSC bb.

I terms of cost the Super Record also not a great choice. NOS examples are rare and sought after. Not over the counter at the LBS for sure. I think they sell for about $200. These days the SR BB is the sort of exotica usually reserved for period-correct super bikes from the mid 70's to mid 80's. Of course, in actual fact the vast majority of all-out racing machines used the steel BB because of the aformentioned mechanic robustness. To spindle flex is annoying, Ti spindle failure will definitely ruin your race.

The SR BB came out with the original SR group. It was changed from a hollow bolt type to a solid nut type at a later date to address excessive flex. It was dropped from the group alltogether a few years before the SR group was discontinued. See Chuck's timeline for specifics based on his study of the catalogs.

The Ti spindle ionly works with the correct cup set, which is alloy with pressed-in steel races. These cups pit easilyt and are easy to mar with tools. If I had an SR BB it would probably be on top of my in box, not in any of my bikes, even wheer it would be "correct."
