It's my understanding that Professionals for the home market came with fender eyelets but those sent to the USA did not as it was felt that it would hinder sales, as a race bike capable of having fenders wasn't considered, well, "racy" by the general public. The lugs on my 74 are not near as fancy as those on yours, though the paint scheme seems identical.
