It's kind of hard to tell from the pics., but with those plain seatstay caps, maybe it's an old Raleigh International or other 531 Raleigh that used that flat crown? Did they use Nervex BBs on certain models?
At any rate, that frame has a whole lot of Kilometers on it I'd say....
