"All regions" is a choice in the the U.S.-based "ebay.com" domain. Try the third radio button "Items located in..." and associated pulldown menus ("any country"). It seemed to work.
I don't know how complete the "any country" global search results will be but I got a direct match from a search directly on eBay.de and the Germany-selected international search from that Advanced page.
I'm still standing, yeah yeah yeah, awaiting to be corrected if this search doesn't do it for you.
