The seller is speculating as to the cause of the rust, as I am also.
There are strong acids used in the plating process. If they remain inside the tubes and are not properly removed / neutralized, this type of failure from the inside out can occur, as the steel is unprotected on the inside of the tube. Frequent exposure to water in a damp climate (like near the Pacific Ocean, maybe?) could accelerate the process.
FWIW, I seriously doubt that water alone (which would evaporate) caused this seat stay to rust out. Others' opinions?
