The Peugeot frame was probably for a Simplex Juy 543 rear derailleur. One cable did the shifting, the other controlled the chain tension. There were two cable housings from the derailleur to the chainstay, but then the two cables were combined into one with a small nut and bolt with a hole. It looks like a tiny fender stay bolt. You can find these derailleurs on ebay from time to time for about $1200! Era would be late fifties.
