Look at http://bulgier.net/pics/bike/Parts/Prior_Hubs/Prior_hub_center_logo3.jpg and I think you'll notice the 9 vs. 18 thing is just an inside/outside illusion. Looks as though some go through and some are blind....

Thanks for the photos Mark. Not to state the obvious: but they started out as regular 36 hole small flange hubs with the flanges than riveted on? It appears they end up being larger than a Campy or Normandy large flange? I noticed the front hub has 18 rivets on one side but only 9 on the other. Any idea why? This could be a nice little cottage industry for someone. Take your dull boring small flange hubs and turn them into something nice! (Yes, I know, a matter of taste) But as in most things bicycle I imagine the "bolt circle" of the spoke holes was different from brand to brand so you couldn't make just one size.
